how would you arrange the items on your inventory is there a cursor?

How would you arrange the weapons in your inventory? Is there a cursor or no?

this is the reason why i want to get a keymander because i really hate the building on console. I want to bind the button on the side of my mouse to open up the stairs and the other button to open up walls but since this isnt possible yet i think im going to hold off on getting the keymander until this is possible.
